Registering your address
After moving to a new permanent home you must register the address in the population register within 14 days. Being registered in Tallinn gives you free city public transport, a free municipal kindergarten place from 1 September 2026 and land tax relief, and your local taxes go to the city.
Deadline and how to register
After moving to a new permanent home you must register the address in the population register within 14 days (RRS). Everyone is responsible for keeping their own data and their minor children's data correct.
You can file the notice of residence in the population register's self-service portal, in person at a district or rural municipality office, by post with a copy of your ID document, or by e-mail with a digital signature. The change takes effect after an official checks it, once every adult listed in the notice has signed it.
What registering in Tallinn gives you
Your registered address decides where you vote in local elections and which municipality gets your local taxes: 11.89 % of your taxable income goes to the municipality where you are registered on 1 January (TuMS § 5).
Registered Tallinn residents have ridden city public transport free since 2013. From 1 September 2026 Tallinn's municipal kindergartens and nurseries are free if the child and both parents (or a single parent) are registered in Tallinn; for others the fee is 20 % of the minimum wage a month.
The land tax relief for the land under your home (up to 1 000 € in Tallinn in 2026) applies only if your residence is registered on that land on 1 January.
If other people are still registered at your address
An owner can ask for people who have no right to live there and have moved out to be removed from the address. The request is refused if within a month they prove a right to use the home, or if a court dispute is under way.
